He advanced to Hambook Province with his 200 militiamen to engage in violent battles against the Japanese force. Then he cut the left ring finger with 11 fellow comrades and organized Donguidanjihoe on February 26, 1909. The organization was established to strive for national independence and Asian peace through solidarity of public support succeeding purports and spirits of Society of Shared Will (DongEuiHwaei) even in the circumstances unfavorable to continuation of the struggle. Donguidanjihoe was organized by Ahn as head and his 11 comrades. Of the 12 members stated by leader Ahn, 8 figures were identified with the real name, including Gyu Sam Baek, Gi Ryung Kim, Soon Gi Kang, Yeung Soon Cho, Byung Gil Hwang, Chang Doo Kang, and Hwa Chun Gal; it is currently difficult to confirm real names of the rest 4 members, Won Joo Jeong, Bong Seok Park, Chi Hong Yoo, and Baek Choon Kim. Ahn organized the society in order to present corroborative evidence for solidarity and unity he had advocated while visiting Korean communities in Yunhae Province and furthermore to demonstrate proof of his devotion to cause of Korean Independence. Donguidanjihoe was therefore a society established to declare adamant determination to achieve national independence, not to carry out vehement struggles against Japan.
