- 104 - 3 . Period of Truth Clarification [1966~2022] The 4.19 Democratic Revolution overthrew Rhee Syngman Regime and followed by Jang Myeon Regime in 1960. After 10 ten years of new regime the movement and activities were expanded to clarify the real truth and facts on the mass slaughters. The Special Research and Investigation Committee of the 4th National Assembly reported 1.13 million civilians killed based on fifteen-day field survey. The 5.16 Military Coup in 1961 prisoned all of key members in charge of the bereaved activities applying the violation of Military Emergency Acts. And sentenced life imprisonment and heavy punishment. All group joint graves excavated the corpse out and re-killed the body. The next military government also prohibited the issues of mas murdering criminals open. The Kim Daejung Regime did the formal apology by the government and legislated the Law on Restoration of Honor. The Korean War Mass Slaughters are not acknowledged due to the immature social atmosphere. Though Noh Muhyeon Government legislated the “Master Law of Truth and Reconciliation” and implemented four year-field survey, but Lee Myungbak Regime broke Research Committee even two years of survey period left. The Park Geunhye Regime completely stopped all historical research and survey projects. The Bereaved Committee are continually fighting to revise the Law against the National Assembly and Government authorities. Moon Jaein Government since its start made the “Basic Revision of Truth and Reconciliation Law” with two parties like storm and gale without any agreement or confirmation of the Bereaved and related Civilian Societies. Now one and half year passed since its startup of the Second Truth and Reconciliation Committee. 4 . Punishment on the Murderers None of initiators on mass slaughters including Rhee Syngman and related authorities in charge has been persecuted or taken any legal or civil and criminal liability.
